In January 2017, the Ministry of Education in Madagascar launched the Government’s first Home Grown School Feeding Programme called the School Food Based on Local Purchases (ASBAL) programme.
The launch marked the culmination of a two-year process which brought together stakeholders to conceptualise and adapt the ASBAL model to meet the local socio-economic, agricultural and institutional realities of the southern regions of Androy, Atsimo Andrefana and Anosy.
This report documents the feasibility study of the pilot programme ASBAL, conducted in 2015-2016 by the Ministry of Education with technical support from the Partnership for Child Development (PCD).
Funded by the World Bank, the study designed and evaluated the ASBAL pilot project which enhanced the sustainability and ownership of HGSF in the regions at both national and community levels.
Following the success of the ASBAL pilot programme, the Ministry of Education and its development partners are planning to scale up the programme to other regions in the country.

Madagascar lance son premier programme limentation Scolaire Basée sur les Achats Locaux
En janvier 2017, le Ministère de l’Education Nationale à Madagascar inaugurait le lancement de son programme ASBAL - Alimentation Scolaire Basée sur les Achats Locaux - HGSF en anglais.
Cet évènement marque l’aboutissement d’un processus idéatif et participatif de conceptualisation d’un modèle ASBAL à la situation socio-économique, agricole et institutionnelle des trois régions du Sud de Madagascar.
Ce rapport présente la méthodologie et les résultats de l’étude de faisabilité du programme pilote ASBAL, commanditée par le Ministère de l’Education et menée par le Partnership for Child Development (PCD) d’aout 2015 à décembre 2016.
Financée par la Banque Mondiale, l’étude consistait à définir, présenter et évaluer la faisabilité d’un projet pilote ASBAL spécifique au contexte qui renforce la durabilité et l'appropriation nationale au niveau central et communautaire. Le pilote ASBAL couvre déjà 60 écoles et le Ministère prévoit d’étendre le programme dès avril prochain.
